The file is distributed with in the PHP zip file/tarball. I would assume it is also distributed with the installer.

thats just what they give you as an example of how to make your ini file. Was this a win download or a linux question? if its a 'nix issue, and your a hosting, you might as well know that your not going to be modifying that file. your gonna want to look at either ini_sets or the htaccess, because hosting level ( even with shell i believe ) do not have access to that dir... at least i wouldnt allow it :)
